Network-Driven Leadership Mapping for Organizational Change (2022)
In this project, I developed an innovative methodology (in partnership with BTA - Betânia Tanure Associados) that uses network analysis metrics and techniques to map relational dynamics within corporate organizations. The goal is to identify the employees best suited to lead organizational culture change processes. This approach can also be adapted for various strategic processes, such as talent retention, conflict reduction and increased collaboration between organizational sectors, acceleration of innovation adoption, and facilitation of merger integration processes. I applied this methodology in large corporate groups in Brazil, including Itaú, Porto Seguro, Aché, and Eztec.
Projeto "Boletim covid"

O projeto boletim covid 34 analisou as mortes por Covid-19 em 2020 no Brasil focando nas ocupações exercidas pelos trabalhadores e no sexo e raça/cor atribuídas à pessoa que morreu. Os dados foram provenientes do SIM - Sistema de Informações de Mortalidade, do DataSUS. Usamos de modelos de regressão para determinar as chances que homens e mulheres negras tinham de morrer de covid em relação aos brancos em diferentes grupos ocupacionais. Os resultados foram impactantes e receberam ampla divulgação em jornais como Folha de SP, Estadão, Valor Econômico, O Globo, revista Piauí e G1. O boletim completo pode ser acessado aqui: link. Índice de Pobreza Multidimensional de MG

Neste projeto, realizado no âmbito do Escritório de Dados Sociais de Minas Gerais (SEDESE-MG), criei um Índice de Pobreza Multidimensional (IPM) para o estado de Minas Gerais a partir da metodologia desenvolvida por Alkire & Foster na Universidade de Oxford. O índice (IPM) é composto por quatro dimensões (educação, trabalho e renda, infraestrutura/saneamento e padrão de vida) e 14 indicadores; e usou os bancos de dados do Cadúnico de 2019 a 2022. O IPM serviu de base para o diagnóstico da pobreza no estado, que compunha o Plano Estadual de Enfrentamento à Pobreza que está sendo criado atualmente pelo Governo de Minas. O projeto também envolveu uma análise que contrapunha os resultados do IPM e abordagens mais monetaristas de mensuração da pobreza. O IPM foi apresentado ao Banco Mundial e seu uso foi aprimorado após recomendações recebidas de especialistas do banco. A metodologia também foi apresentada no encontro da ANPOCS 2022.
Boletim covid - versão 2
O primeiro "Boletim covid" abrangeu os dados do SIM (Sistema de Informações de Mortalidade) do ano 2020. Neste segundo projeto sobre a covid, retornamos aos dados do SIM, porém olhando paras as bases dos anos 2020 e 2021. Dessa vez também olhamos para outros aspectos, além das diferenças nas chances de morte entre brancos e pretos nos grupos ocupacionais. Por exemplo: mudança no padrão de mortalidade dos grupos raciais ao longo da pandemia; mudanças nas taxas de mortalidade em relação à população dos grupos raciais em cada grande região geográfica, etc. Os resultados desta segunda versão do boletim ainda serão divulgados.


Plano Estadual de Promoção do Desenvolvimento Social de Minas Gerais
Atuei na construção do Plano de Enfrentamento à Pobreza de Minas Gerais, que balizará todas as ações e políticas realizadas pelo Governo de Minas Gerais com o objetivo de enfrentar a pobreza e promover o desenvolvimento socioeconômico no estado pelos próximos 10 anos. Atuei nas seguintes etapas do plano: Revisão das principais conceituações de pobreza em voga, Validação conjunta da noção de pobreza orientadora do plano, Diagnóstico da pobreza no estado, Benchmarking das principais políticas de combate à pobreza criadas no âmbito nacional e internacional, Definição dos parâmetros de Monitoramento
e Avaliação do plano.

Evaluation of the UN 2030 Agenda with a Focus on Racial Dimension
In this project, we assessed the progress of the UN 2030 Agenda by analyzing the Sustainable Development Goals (SDGs) through a racial lens. We constructed SDG indicators for two points in time, 2015 and 2023, disaggregating them by race/color, and gender wherever possible. This was achieved using databases that provide race and color information, including PNAD, the Demographic Census, RAIS, CAGED, the School Census, SAEB (formerly Prova Brasil), MUNIC, the Mortality Information System (SIM), and other data sources. By leveraging these datasets, we ensured a comprehensive and comparative analysis of racial inequalities in sustainable development indicators over time.

First Public Service User Satisfaction Survey of the Federal Government of Brazil (2024)
I coordinated the creation of the First Public Service User Satisfaction Survey of the Federal Government of Brazil. Among the deliverables executed in this partnership between J-PAL and CGU Brazil were: project work plan, data collection instrument/questionnaire, benchmarking of national and international data collection instruments, project Theory of Change, budget, and benchmarking of data collection companies.

Monitoring System for the Percursos Gerais Program (2021)
I helped to design and implemented a dashboard system (using R and DataStudio) to monitor the implementation of the Percursos Gerais program, a public policy aimed at integrating families into the labor market and reducing poverty. The program was implemented in over 70 municipalities in Minas Gerais and involved coordinated actions across multiple government sectors, including Food Security, Housing, Social Assistance, Employment and Income, and Human Rights. The monitoring system was designed to disaggregate beneficiary data whenever possible, considering variables such as sex, municipality, urban-rural classification, and other demographic aspects, allowing for a more nuanced analysis of the program’s reach and impact. Additionally, data collected from field agents and frontline policy operators were systematically cross-referenced with the national social registry (CadÚnico) to assess both the eligibility of beneficiaries to continue in the program and their socioeconomic progress over time.

Quasi-experimental Impact Evaluation of the Percursos Gerais Program, Government of Minas Gerais (2023)
As part of the broader evaluation of the Percursos Gerais strategic program, I conducted a prior impact evaluation of the program using CadÚnico data. In summary, after applying filters and preprocessing the CadÚnico dataset, we used the Propensity Score Matching technique to select the families in CadÚnico that most resembled those who received the program’s benefits. Then, we applied the Difference-in-Differences method to measure the program’s impact.

Monitor of impacts of disasters caused by rain in Minas Gerais (2022)
I helped to design and develop a dashboard systems (using R and DataStudio) to monitor the effects of disasters caused by the rainy season in Minas Gerais and their social impacts. This monitoring system was developed in collaboration with Civil Defense, which provided key data, and also incorporated information from S2ID, the Brazilian Federal Government’s disaster information system, as well as municipal and social registry (CadÚnico) data. By integrating these sources, the system allowed for a comprehensive assessment of the magnitude of the impact of heavy rains, estimating the number of displaced individuals, injuries, fatalities, and the socioeconomic needs of affected areas.

Diagnostic Report of the Percursos Gerais Program (2021)
I helped to design and develop a dashboard system to compile and analyze data for the diagnosis of the beneficiary population of the Percursos Gerais Program: Trajectories for Autonomy, the flagship initiative of the State Secretariat for Social Development of Minas Gerais (SEDESE-MG). The system was designed to assess the needs of municipalities to be served by the program, integrating data from multiple sources, including CadÚnico, RAIS, CAGED, administrative databases from the Subsecretariat of Sports, and Food and Nutritional Security databases. The analysis covered various dimensions such as Housing, Human Rights, Social Assistance, Sports, Labor Market and Income, and Food Security, providing a comprehensive overview of the socioeconomic conditions of the target municipalities. In addition to quantitative data, the dashboard incorporated qualitative insights from interviews with local government officials, enabling a more nuanced and contextualized understanding of the needs of the program’s target audience.
